Wendell Wong Contributes to Landmark Ministry of Law Publication on 25 Years of Singapore’s Legal Reform

The Ministry of Law (MinLaw) has launched 25 Years of Legal Reform in Singapore: Innovations in Policy and Law (2000–2025) to commemorate SGLaw200. This landmark four-volume series chronicles Singapore’s legal reform journey over the past 25 years, providing a rare behind-the-scenes account of the policy thinking, legislative trade-offs and collaborative efforts that have shaped some of Singapore’s most significant legal developments. Bringing together insights from government policymakers, judges, legal practitioners, academics and industry experts, the publication offers readers a comprehensive perspective on the legal and societal considerations underpinning Singapore’s law reform journey. It demonstrates how Singapore’s legal framework has continually evolved to meet the nation’s changing needs while reflecting the enduring role of the Rule of Law as a cornerstone of the country’s success, providing stability, certainty and fairness while enabling the legal system to adapt to new realities and challenges.
The launch was officiated by Senior Minister Lee Hsien Loong, Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs K Shanmugam SC, Minister for Law and Second Minister for Home Affairs Edwin Tong SC, and Professor Yip Man, Managing Editor of the series and Professor of Law and the V3 Group Professor in Family Entrepreneurship at the Singapore Management University Yong Pung How School of Law. The event, held at Gardens by the Bay, was attended by approximately 200 guests, including representatives from the legal profession, academia, as well as editors and contributing authors.
Our Wendell Wong, together with Justice Mohamed Faizal and Chong Kee En co-authored “Developments in Capital Punishment Case Law: Practitioners’ Perspectives” in Chapter 7 Volume 1 of the series. The chapter examines recent developments in Singapore’s capital punishment jurisprudence from a practitioner’s perspective, discussing key case law developments and their implications for the conduct of capital cases.
For over 25 years, Wendell has played an active role in Singapore’s criminal justice legal reforms, contributing to significant developments relating to the Penal Code, the Criminal Procedure Code and the Protection from Harassment Act (POHA).
