Lexology Panoramic: Tax Controversy 2026 - Singapore chapter by Drew & Napier

12 Sep 2025

Tax & Private Client Services Director Yang Shi Yong authored the Singapore chapter of Lexology Panoramic: Tax Controversy 2026.

The chapter provides an overview of key legislation (including the Income Tax Act 1947, Goods and Services Tax Act 1993, Stamp Duties Act 1929, and Property Tax Act 1960) and the organisation of the Inland Revenue Authority of Singapore (IRAS). It also explores enforcement and compliance topics such as verification of tax returns, requests for information, protecting commercial information, penalties, voluntary disclosure, criminal consequences, and rules on tax avoidance.

Other points of discussion include the rights of taxpayers, court proceedings, avenues for dispute resolution, and key developments of the past year. These include the Inland Revenue Authority of Singapore’s increased enforcement against missing trader (carousel) fraud, and a significant decision revisiting the legal concept of “plant” in capital allowance claims, which may lead to further disputes.
