CCS Issues Revised Guidelines on Merger Procedures

The Competition Commission of Singapore (“CCS”) published its revised Merger Control Procedures Guidelines (“Revised Guidelines) on 20 June 2012, following a public consultation in the first quarter of this year on proposed revisions to the merger notification procedures in Singapore.

The Revised Guidelines take effect from 1 July 2012, five years after CCS’s merger regime came into force. While the Revised Guidelines do not reflect any major policy shifts, many of the revisions are directed at motivating merger parties to file in Singapore, and include measures to increase the certainty for merger parties when making their filings.

The Revised Guidelines incorporate most of the changes that were introduced during the public consultation stage. We briefly summarise the key features of the current regime, and some of the salient changes under the Revised Guidelines in this update.
