The COVID-19 (Temporary Measures) Bill and its impact on the construction industry in Singapore

The impact and turmoil of the COVID-19 pandemic has been keenly felt by the construction industry in Singapore, where the availability from one week to another of cashflow, labour and materials, or the occurrence of delay in project delivery, can be the difference between survival and insolvency.
Next week, a new Bill seeking to “stanch the flow of blood” and offer temporary relief to firms, businesses and individuals who are unable to fulfil their contractual obligations because of COVID-19, will be introduced in Parliament.
Christopher Chong (Head, Construction and Engineering) and Kelvin Teo (Director), will attempt to do some crystal-ball gazing and set out some quick and preliminary thoughts on the Bill, as well as on matters that Employers and Contractors (as well as suppliers, service providers and consultants in the industry) may wish to consider.
