About Eugene

Eugene joined Drew & Napier LLC in 2003 as an Associate. He is currently a Director in Drew & Napier LLC’s Litigation Department.

Areas of Practice

Eugene’s main areas of practice are both contentious (both litigation and arbitration) and non-contentious construction, engineering, and building related legal work. Apart from construction and engineering related legal work, he also has been acted for parties in a wide variety of disputes including insurance claims, shareholder’s disputes, distributorship agreement disputes and industrial accidents claims.

Experience

The matters that Eugene has handled include:

  • Advising and representing an international contractor against its design consultants in an ICC Arbitration for a claim of USD 39 million arising from engineering design liability disputes in the Taiwan High Speed Railway
  • Advising and representing a Singapore contractor in a SGD 25 million project concerning the construction of the Malaysian High Commission and living quarters in Singapore
  • Advising and representing a Hong Kong Contractor in the Singapore Courts in a SGD 16 million termination claim against Jurong Town Corporation.
  • Various arbitrations under ICC, SIA, SIAC rules and ad-hoc arbitrations involving building and engineering claims.
  • Various trials in the Singapore Courts for both commercial as well as building and engineering disputes, including a 43-day trial involving charges brought against the project managers arising from the collapse of bar chairs at Fusionpolis Project.
  • Advising and representing developers, main contractors and sub-contractors in various disputes both in the local courts or arbitration involving the SIA and PSSCOC standard form of contracts.
  • Advising and representing management corporations, developers and main contractors in building defects claims in Management Corporation Strata Titled Properties.
  • Obtaining and resisting injunctions involving performance bonds/ standby letters of credit.
  • Reviewing, drafting and negotiating  construction and engineering related contracts including performance bond, bankers' and corporate guarantees
  • Advice to clients on construction disputes including prolongations claims, concurrent delay & extension of time claims
  • Advising and representing insurers, insured and beneficiaries in insurance contracts claims, performance bonds
